What is a heat pump water heater? A heat pump water heater is an electric storage tank that moves heat from room air into the water instead of making heat with elements. At rated efficiency it needs roughly 60 to 72 percent less electricity than a standard electric tank for the same hot water.

What is a heat pump water heater?
A heat pump water heater is an electric storage tank with a compressor and fan on top. It pulls heat from the surrounding air into the water, working, in DOE’s words, “like a refrigerator in reverse.” Most are integrated units with backup resistance elements; split models put the compressor outdoors.

How does a heat pump water heater work?
A heat pump water heater runs a refrigeration cycle: a fan draws room air across a cold coil, refrigerant absorbs the heat, the compressor raises its temperature and the heat passes into the tank.
ENERGY STAR puts it plainly: “It’s generally easier to move something than to make something.” The same physics drives space heating heat pumps, explained in our guide to how heat pumps move heat. In high demand the unit switches to its elements, and ENERGY STAR calls elements-only mode “the least energy-efficient” setting.
What does UEF measure, and why can it exceed 1.0?
Uniform Energy Factor is DOE’s water heater efficiency metric. ENERGY STAR describes it as a ratio of how much of the energy used ends up in the water, measured in a lab test that simulates use over 24 hours.
A resistance element cannot deliver more energy than it consumes, so it stays below 1.0; a heat pump adds heat taken from the air. ENERGY STAR says most traditional water heaters rate 0.63 to 0.95 and certified heat pump models typically 3.3 to 4.1. UEF is a lab result, not a field measurement, so we publish no coefficient of performance.
What does a heat pump water heater cost to run compared with an electric tank?
A heat pump water heater at the 2029 federal minimum costs about $22.81 per million Btu of hot water at 17.90 cents per kWh, against $56.98 for a 50 gallon resistance tank at today’s minimum. At the ENERGY STAR level of 3.30 the figure is $15.90.
The method: EIA’s US residential average for July 2025 through June 2026 was 17.90 cents per kWh, or $52.46 per million Btu. Dividing by UEF gives the cost per million Btu reaching the water, the approach our cost of heat by fuel analysis uses for space heating.

ENERGY STAR estimates a certified model saves a household of four 3,760 kWh a year against a standard electric water heater, which it priced at $550 using 14.6 cents. At 17.90 cents that is about $673, and local rates differ widely, as our state electricity price table shows.
ENERGY STAR warns that with cold incoming water a unit “may need to go temporarily into a back-up standard electric water heating mode,” raising winter energy use.
What does a heat pump water heater need to work well?
A heat pump water heater needs warm air, enough of it, a condensate drain, tolerable noise and the right power supply:
- Temperature. DOE and ENERGY STAR call for a space between 40 and 90°F year round. Units “can cool the spaces they are in,” so ENERGY STAR suggests a furnace room.
- Air volume. DOE and ENERGY STAR’s product page cite 1,000 cubic feet; see the note below.
- Condensate. ENERGY STAR’s installation guidance says it can go to a floor drain in mechanical rooms and garages; elsewhere a contractor must route it.
- Noise. Most new models run at 45 to 60 decibels, per ENERGY STAR.
- Electrical. Replacing a gas unit means checking panel capacity and having a 240 volt supply at the location, per ENERGY STAR.
- Size. Coming from gas, ENERGY STAR says to size up, for example from 50 to 65 gallons.
Two federal pages, two air volumes
ENERGY STAR’s installation article cites at least 450 cubic feet, “roughly the available space within an 8′ x 8′ utility closet,” and says to “always refer to individual product space requirement specifications.” The model’s installation manual is the figure that counts.
The cooling is modest: ENERGY STAR reports a 2022 Slipstream study of 81 basement installs found an average drop of 2.3°F. ENERGY STAR also says units may require annual maintenance, including changing air filters.
Does the 2029 federal standard require a heat pump water heater?
For most electric tanks, in practice yes. Electric storage water heaters of 20 to 55 gallons manufactured on or after May 6, 2029 must reach a UEF of 2.30, and those over 55 to 120 gallons 2.50. DOE says such levels are “currently only met through use of heat pump technology.”
The rule is 89 FR 37778, published May 6, 2024. In DOE’s words it “includes standards for larger products that are met through the use of heat pump technology while leaving standards for smaller products that can be met through the use of electric resistance heating.”

The carve-out is the small electric storage class, 20 to 35 gallons in very small and low draw patterns. The standard applies by manufacture date, not installation date, and the current eCFR text still carries it as of September 2026.

When does a heat pump water heater make sense?
A heat pump water heater fits best replacing an electric resistance tank in a basement, garage or utility room that stays above 40°F. It fits worst in a tight closet, or where a new 240 volt circuit turns a swap into an electrical job.
